2026 Updates for Forms & Manuals
The Office of Facilities Planning has updated several documents to incorporate comments from the field, new 2025 Uniform Code requirements, new regulations and legislation, and new technologies. Please see the links below for the revised documents:
- 2026 Manual of Planning Standards (MPS)
- Final Submission Forms Workbook
- Partial Certification of Substantial Completion - Excel
- Final Certification of Substantial Completion - Excel
The current 2022 documents will be superseded by the 2026 documents, with a grace period that allows facilities currently being designed to be submitted complying with either the 2022 or the 2026 version.
Forms: Changes to the forms will be in blue text. All projects received by our office after August 1, 2026 must use the most updated version of the forms.
MPS: Changes in the MPS will be in grey highlight. All projects received by our office after November 1, 2026 must be in compliance with the 2026 MPS.
