Building Condition Survey and Visual Inspection

The 2019 Enacted Budget included changes to 秘密研究所 Laws 搂409-d (Comprehensive public school building safety program) and 搂3641 (Special apportionments and grants-in-aid to school districts). These are the sections of state law that relate to the five year cycle for building condition surveys (BCS) and the requirement for annual visual inspections (AVI).

Under the new statute, districts must conduct Building Condition Surveys (BCS) on a staggered schedule as assigned by the Commissioner in calendar years 2020 through 2024, and every five years on that same five year cycle thereafter.

2025 Building Condition Survey

The 2025 Building Condition Survey (BCS) blank survey is now available. Districts / BOCES should schedule the reviews of their facilities with an Architectural/Engineering firm so that the survey work is completed by 12/31/2025. The 2025 BCS survey data is to be submitted no later than March 1, 2026.

Visual Inspection

"Visual Inspections, a formally documented annual inspection submitted to NYSED, need only be conducted as deemed necessary by the Commissioner."

Performing the Building Condition Survey

  • The Building Condition Surveys must be performed by a team that includes at least one NYS licensed Architect or Engineer.
  • All normally occupied buildings must be surveyed (not press boxes, storage, concession stands, dugouts, etc.)
  • The survey work must be completed within the calendar year in which the District / BOCES is assigned.
  • The BCS survey data must be submitted no later than March 1st of the year following the assigned survey year. This provides an additional 2 months to input the BCS survey data.

Submittal of Building Condition Survey

  • Each BOCES and public school district that has been assigned to complete a Building Condition Survey for all normally occupied buildings in the calendar year, must submit the survey data electronically in the听.
  • Designated personnel must log on to the NYSED Business Portal using their existing State 秘密研究所 Department Delegated Administrator Account System (SEDDAS) account and password. Once logged in, click on the link to the 鈥淪ED Monitoring and Vendor Performance System,鈥 then click on 鈥淔acilities,鈥 then click 鈥淏uilding Condition Survey鈥 for their respective assigned year.
