Provisional Renewal

Provisional certificates for educators in the Administration and Pupil Personnel Service (e.g., school counselor, school psychologist, school social worker) are valid for five years. Beginning August 2, 2023, these educators who hold an expired or expiring Provisional certificate and have not met the requirements for the Permanent certificate may apply for up to two renewals of their Provisional certificate if they meet the following eligibility requirements. Each Provisional Renewal is valid for five years from the effective date of the renewal.ÌýThe application fee for the Provisional Renewal is $100.

When to Apply:

Applications will NOT be accepted more than six months before the expiration of the Provisional certificate.

Please note that educators in the Administration and Pupil Personnel Service who:

  • Have already obtained a Provisional Renewal and the former Time Extension are not eligible for a Second Provisional Renewal,
  • Were issued a Time Extension may receive only one Provisional Renewal, or
  • Hold a Provisional Renewal that was issued on or after May 20, 2020, and prior to August 2, 2023, and did not receive a Time Extension, may receive a Second Provisional Renewal under the First Provisional Renewal requirements.
  • Those who hold a COVID-19 Emergency certificate are not eligible for a Renewal. This certificate is not eligible for extended time.
First Provisional Renewal - Pupil Personnel Services

For the first Provisional Renewal, educators must meet all requirements for the Permanent certificate in the certificate title of the Provisional certificate except the education AND/OR experience requirements. Specifically, educators who:

  • Do not have two years of acceptable pupil personnel service experience, AND/OR
  • Have not met the education requirement for the Permanent certificate sought.

Educators must submit the Attestation Form for the First Provisional Renewal to tcert@nysed.gov where they will attest that they have not met the education AND/OR experience requirements for the Permanent certificate.
Educators must also apply and pay for the First Provisional Renewal application through their TEACH account in order to have their attestation reviewed.

Second Provisional Renewal - Pupil Personnel Services

For the second Provisional Renewal, educators must meet all requirements for the Permanent certificate in the certificate title of the Provisional certificate except the education OR experience requirement. Applicants must have met either the education or experience requirement and have not met both requirements. Specifically, educators who:

  • Do not have two years of acceptable pupil personnel service experience, OR
  • Have not met the education requirement for the certificate sought.

Educators must submit the Attestation Form for the Second Provisional Renewal to tcert@nysed.gov where they will attest that they have not met the education OR experience requirement for the Permanent certificate. Educators must also apply and pay for the Second Provisional Renewal application through their TEACH account in order to have their attestation reviewed.

Provisional Renewal - SAS Certificate Holders

Per regulation, new applications were eliminated for the School Administrator and Supervisor (SAS) - Provisional Renewal on September 2, 2024.

The Provisional Renewal is valid for five years from the effective date of the renewal and provides these educators with an opportunity to complete the requirements for the Permanent SAS certificate (e.g., two years of full-time administrative experience, master’s degree). If the candidate does not complete the requirements for the Permanent SAS while holding a valid SAS Provisional Renewal, then they are ineligible for the Permanent SAS certificate and will need to pursue a different educational leadership certificate instead.

Provisional Renewal FAQ

I received a Time Extension but not a Renewal, can I still apply?

ÌýYes. If you received only a Time Extension, you may apply for the Provisional Renewal (Second) under the First Provisional Renewal requirements.

Can I apply for a Provisional Renewal if I already meet the requirements for the Permanent certificate?

ÌýNo. If you have met the education and experience requirements for the Permanent certificate, you must apply for the Permanent certificate instead.

I previously received both a Provisional Renewal and a Time Extension, am I eligible for another extension?

No. If you previously received both a Provisional Renewal and a Time Extension, you are not eligible for an additional Renewal.

I previously received both a Provisional Renewal (First) and a Provisional Renewal (Second). Can I receive a third Renewal?

No. You are not eligible for any additional Renewals.

Are there any certificate types that are not eligible for a Renewal?

Yes. The following certificates are not eligible:

  • Provisional Classroom teaching certificates
  • COVID-19 Emergency certificates
I received two extensions on my School Counselor Provisional certificate; can I receive another extension?

No. If you have received two extensions on your School Counselor Provisional certificate, you are not eligible for any additional extensions. Please visit our School Counselor Certification for more information.
